The southern Caucasus has been a theatre of war since the collapse of the USSR. Russian defence policy in the area has evolved in two stages from a dominant, if fragile, position in the years 1991 to 2008 back to a powerful and aggressive position since the war against Georgia, supported by its military bases in the region.
