Membre uruguayen du Secrétariat, Julián Nogueira contribua au renforcement des relations entre les États latino-américains et la SDN. La distance, le manque de moyens et la focalisation sur les questions de politique européenne plaçaient les États latino-américains en marge de l’organisation internationale. Cet article s’intéresse aux acteurs du sous-continent et aux modalités de leur participation aux réunions de la SDN. Il met en exergue notamment les moyens adoptés par le Secrétariat pour rapprocher la SDN de l’Amérique latine et les actions déployées par les membres latino-américains du Secrétariat et en particulier par Nogueira. Si Nogueira agissait dans le but de servir les intérêts et la mission de la SDN, il plaçait son action dans un contexte continental de lutte contre l’impérialisme des États-Unis. Pour lui, la SDN et son universalisme constituaient le meilleur moyen de renforcer la souveraineté des États latino-américains.

Uruguayan member of the Secretariat, Julián Nogueira contributed to strengthening relations between Latin American States and the League of Nations. The distance, the lack of resources and the focus on European political issues placed the Latin American States on the fringes of the international organization. This article examines the actors of the subcontinent and the modalities of their participation in the meetings of the League of Nations. He notably highlights the means adopted by the Secretariat to bring the League of Nations closer to Latin America and the actions deployed by the Latin American members of the Secretariat and in particular by Nogueira. While Nogueira was acting to serve the interests and mission of the League of Nations, he was placing his action in a continental context of struggle against US imperialism. For him, the League of Nations and its universalism were the best way to strengthen the sovereignty of Latin American States.
