Le bilan de la politique économique d’Angela Merkel est un bilan largement partagé. À l’exception d’un intervalle avec le parti libéral FDP, la chancelière a gouverné dans le cadre d’une coalition avec le parti social-démocrate pendant 12 ans. La quête de compromis avec le SPD et sa doctrine économique bien différente a fortement marqué le contenu de sa politique économique.Par ailleurs, la chancelière n’a pas une doctrine économique toute faite. Certes, on peut souligner l’influence de sa socialisation protestante, ainsi que son expérience de l’économie planifiée de la RDA, ce qui l’a poussée vers le référentiel de l’économie sociale de marché. Mais elle a vite compris qu’une acception trop libérale de ce concept n’est pas majoritaire dans le pays et s’est rapprochée d’une lecture plus sociale. Par ailleurs, son pragmatisme affiché l’a toujours amenée à adapter ses positions aux circonstances économiques et aux constellations politiques changeantes. Une constante néanmoins : son approche ordolibérale des finances publiques, qui est la base de ses positions de rigueur budgétaire tant en Allemagne qu’en Europe.La politique économique pendant l’ère Merkel restera marquée d’abord par une gestion efficace de crises économiques récurrentes, et surtout par un recentrage social marqué, qui doit beaucoup au partenaire de coalition social-démocrate. Il se manifeste dans une série de mesures sociales destinées à réparer certaines injustices des réformes de l’Agenda 2010, à améliorer la situation des gens à revenus modestes, mais aussi à faciliter la compatibilité de la vie familiale avec la vie du travail. En même temps, on a veillé à maintenir la compétitivité des entreprises et du système productif allemand. Par contre, si le passage à une nouvelle économie plus respectueuse du climat a été présent dans les débats et dans les déclarations politiques, il n’a été abordé qu’avec timidité, même si certaines mesures sont allées dans ce sens. Accaparés par les problèmes et les nombreuses crises du présent, les gouvernements Merkel n’ont pas eu l’énergie (ni la volonté) de préparer l’avenir.

The record of Angela Merkel’s economic policy is a widely shared one. With the exception of an interval with the liberal FDP, the chancellor has governed in coalition with the Social Democratic Party for 12 years. The search for compromise with the SPD and its different economic doctrine has strongly influenced the content of her economic policy.Moreover, Angela Merkel does not have a ready-made economic doctrine. The influence of her Protestant socialisation, as well as her experience of the planned economy of the GDR, can certainly be underlined, which pushed her towards the reference system of the social market economy. However, she quickly realised that an overly liberal interpretation of this concept is not the majority view in the country and moved towards a more social interpretation. Moreover, her pragmatism has always led her to adapt her positions to changing economic circumstances and political constellations. One constant, however, is her ordoliberal approach to public finances, which is the basis for her positions of fiscal rigour both in Germany and in Europe.Economic policy during the Merkel era is characterized first by the efficient management of recurrent international crises, and second by a marked social reorientation, which owes much to the social democratic coalition partner. This is reflected in a series of social measures designed to redress some of the injustices of the Agenda 2010 reforms, to improve the situation of people on low incomes, but also to combine family life with work. At the same time, care has been taken to maintain the competitiveness of German companies and the German production system. On the other hand, although the transition to a more climate-friendly economy was present in the debates and political statements, it was only timidly addressed, even if some measures were taken in this direction. Faced with recurrent, deep economic crises, the Merkel governments have not had the energy (or the will) to prepare for the future.

Die wirtschaftspolitische Bilanz der Ära Merkel ist auch eine kollektive Bilanz, denn mit Ausnahme einer vierjährigen Episode mit der FDP hat die Kanzlerin zwölf Jahre mit der SPD regiert, was sie immer wieder zu Kompromissen mit den sozialdemokratischen Positionen gezwungen hat.Im Übrigen kann man nicht von einer festgefügten Wirtschaftsdoktrin Angela Merkels sprechen. Zwar haben ihr protestantisches Elternhaus und die Erfahrungen der DDR-Planwirtschaft sie sicher zu einer Anhängerin der sozialen Marktwirtschaft gemacht. Aber sie hat schnell gelernt, dass eine zu starke wirtschaftsliberale Position keine politische Mehrheit im Lande findet. Ihr ausgeprägter Pragmatismus hat ihr dabei geholfen, ihre Positionen an die jeweiligen ökonomischen Probleme und politischen Konstellationen anzupassen. Eine Konstante war indessen ihr ordoliberales Verständnis der öffentlichen Finanzen und ihr Beharren auf Stabilität, in Deutschland wie in der Eurozone.Die Wirtschaftspolitik der Ära Merkel ist zunächst geprägt von guten und schnellen Reaktionen auf verschiedene internationale Wirtschaftskrisen, vor allem aber auch durch eine soziale Reorientierung der Politik unter dem Einfluss des sozialdemokratischen Koalitionspartners. Dies manifestiert sich in einer Reihe von sozialpolitischen Maßnahmen, um ungerechte Auswirkungen der Agenda-2010-Reformen zu beheben, vor allem um die Lage von Arbeitnehmern und Rentnern mit geringen Einkommen zu verbessern. Weitere Maßnahmen zielten auf eine bessere Vereinbarkeit von Familie und Berufstätigkeit. Bei alledem wurde darauf geachtet, die Wettbewerbsfähigkeit der Unternehmen und des Standorts Deutschland zu erhalten. Der Übergang zu einem stärker klimaneutralen Wirtschaftssystem dagegen wurde zwar wiederholt thematisiert, insgesamt aber trotz einiger Maßnahmen zu zögerlich angegangen. Somit dominiert der Eindruck, dass in der Ära Merkel die zahlreichen Krisen wie auch soziale Probleme gut gemeistert worden sind, die Energie (und der politische Wille) aber fehlte, um das Land auf kommende Herausforderungen vorzubereiten.
