De l’expression des points de vue à la co-construction des projets. Le travail des conseils citoyens à Saint-Denis

À la faveur de la création des conseils citoyens (CC), la municipalité de Saint-Denis a souhaité renforcer son dispositif de démocratie participative. Cet article montre cependant la difficulté de la mise en œuvre. Dans le cadre du Nouveau programme de rénovation urbaine (NPRU) du quartier Franc-Moisin, la définition en amont des objectifs du projet urbain, le décalage de son calendrier avec l’arrivée des CC rendent difficile la prise en compte réelle des travaux du CC, d’autant plus s’ils remettent en cause les lignes directrices du projet. En revanche, dans le quartier du centre-ville, le CC s’est autosaisi et a interpellé la collectivité pour réaliser une étude citoyenne contre les risques d’incendie. Cette situation originale nous permet d’analyser le processus ayant permis de passer de la confrontation à la co-construction.

From the expression of points of view to the co-construction of projects, the work of the citizens’ councils in Saint-DenisWith the creation of “Conseils citoyens”, the municipality of Saint-Denis was seeking to strengthen its participatory democracy system. However, this article presents the difficulties involved in realizing this. In Franc Moisin, a neighborhood undergoing urban renewal, the early definition of the urban project’s objectives and the postponement of its timetable with the arrival of the “Conseils citoyens” make it difficult to appreciate the work of “Conseils citoyens”, especially if they call into question the project’s guidelines. On the other hand, in the downtown neighborhood, the “Conseils citoyens” took matters into their own hands and called on the community to conduct a citizen study on fire risks. This unique situation allows us to analyze the process that has facilitated the move from confrontation to co-construction.
