Cet article propose, à partir d’une enquête ethnographique menée dans cinq directions territoriales de l’Office français de l’immigration et de l’intégration (OFII), de réfléchir aux pratiques des auditeurs, les agents du bureau d’accueil et d’intégration. Leur travail est traversé par une contradiction entre une conception de leur rôle plutôt tendue vers le travail social et une autre qui le cantonnerait à un travail administratif. L’article montre, dans un premier temps, que cette tension structure la manière dont les agents investissent ce rôle. S’ils prétendent assurer un accueil de qualité et s’ils apprécient le contact avec le public, ils n’en dénoncent pas moins l’aspect répétitif et prescriptif de leur travail. Dans un second temps, l’article examine comment cette tension intervient dans les rapports que les auditeurs entretiennent avec les signataires du contrat d’accueil et d’intégration (CAI). Ils ont généralement une attitude bienveillante envers ces derniers, toutefois, leur relation s’inscrit dans un rapport inégalitaire et contraint. Cet article se penche ainsi sur la façon dont ils exercent l’obligation juridique que constitue le CAI.

Based upon an ethnographic study of five territorial departments of the French Office for Immigration and Integration (OFII), this article questions the practices of the agents of the OFII reception and integration departments. Their practices are indeed by a tension between administrative management and social work. The article starts by showing how this tension structures the professional roles the agents take on. Even though they pretend to be committed to the quality of reception and to appreciate the direct contact with the public, they denounce the repetitive and prescriptive nature of their work. The article then shows how this tension influences the relationship between OFII agents and signatories of the Contract of Reception and Integration (CAI). Although their attitude towards the signatories is generally sympathetic, the relationship is inherently unequal and forced. This article thus looks at the practical exercise of the legal obligation imposed by the CAI.
