Between 1917 and 1923, the level at which the issue of disabled war veterans should be addressed (national, inter-allied or international) was the subject of heated debate between doctors, leaders of disabled veterans’ associations, and representatives of the government and of employers. This paper examines the way inter-allied and international organisations (the Permanent Inter-Allied Committee on Medical Care of the Disabled, the ILO and the Red Cross) approached the issue, defined their roles, and divided responsibilities between them. It draws on ILO and League of Nations archives, as well as on journals produced by charities.
