L’esprit néolibéral du Service national universel

Cet article a pour ambition d’étudier l’esprit du dispositif du service national universel (SNU) conçu par le Président Emmanuel Macron en 2017 et expérimenté en 2019, avant d’être paralysé par la crise sanitaire. Dans le cadre de l’histoire des idées juridiques, il s’agit d’analyser cette institution en se concentrant sur ses motifs officiels qui constituent l’appui idéologique du dispositif. Les déclarations du candidat Macron suggèrent qu’il s’agit d’un projet républicain ; l’analyse des travaux parlementaires invite plutôt à y voir un projet néolibéral, entendu comme un mélange de libéralisme et de conservatisme, de promotion de la liberté individuelle face à l’État et d’un certain ordre moral dans la société. En plus de proposer une autre lecture de la réforme, cet article entend poursuivre une histoire de l’obligation militaire et illustrer concrètement la notion polémique de néolibéralisme trop souvent étudiée de manière abstraite.

This article aims to analyze the universal national service (UNS) designed by President Emmanuel Macron in 2017 and tested in 2019, before being paralyzed by the health crisis. In the context of the history of legal ideas, we focus on its official motives which constitute its ideological support. The statements of former candidate Macron suggest that this is a genuine republican project ; the analysis of consecutive parliamentary proceedings rather invites us to see in it a neoliberal project, that is defined paradoxically as a mix of liberalism and conservatism, of promotion of individual freedom in the face of the State and of a certain moral order in society. In addition to proposing another reading of the reform, this article intends to continue a history of military obligation and to concretely illustrate the polemical notion of neoliberalism too often studied in an abstract way.
