This article traces the main stages in the politicization and institutionalization of the ecological question in the Soviet Union, from the death of Stalin in 1953 to the collapse of the USSR in 1991. The case studied is that of continental waters (rivers, lakes, marshes and inland seas). It shows the paradox of an early emergence of environmental concerns that did not succeed in preventing devastating hydraulic practices, considerable pollution and destructive development projects almost until the end of the regime.
