La thématique migratoire a profondément marqué la longue gouvernance d’Angela Merkel. À partir de 2013, et tout particulièrement durant l’automne 2015 avec ladite crise des réfugiés, la grande coalition a dû gouverner en mode « gestion de crise ». Jusqu’à la fin de son dernier mandat, le défi migratoire est resté en haut de l’agenda politique. L’ère Merkel signe-t-elle une évolution majeure du modèle migratoire allemand ? Peut-on créditer la première chancelière allemande, au terme de seize ans au pouvoir, d’une gestion visionnaire dans ce champ politique central ? Que laisse-t-elle en héritage à son successeur ? Pour répondre à ces questions, cet article expose les marqueurs essentiels de la politique migratoire d’Angela Merkel.
The issue of migration profoundly shaped the Merkel government’s long time in power. From 2013 onwards, and particularly in autumn 2015 due to the so-called refugee crisis, the grand coalition had to operate in crisis management mode. All the way up to the end of Angela Merkel’s last term as chancellor, the migration challenge has remained at the top of the political agenda. Does the Merkel era mark a major change of the German migration model? May we credit the Germany’s first female chancellor, at the end of her 16 years in power, with a visionary policy in this central political field? Which legacy does Merkel leave to her successor? This article attempts to respond to these questions by setting out the key milestones in Angela Merkel’s migration policy.
Das Migrationsthema hat Merkels lange Regierungszeit maßgeblich geprägt. Ab 2013 und erst recht im Spätsommer 2015 bei der sogenannten Flüchtlingskrise musste die große Koalition im Krisenmodus regieren. Bis zum Ende ihrer Amtszeit prägte die migrationsbedingte Herausforderung die politische Agenda. Stellt die Merkel-Ära eine einschneidende Änderung des deutschen Migrationsmodells dar? Kann der ersten deutschen Kanzlerin, nach 16 Jahren an der Macht, eine weitsichtige Führung in diesem zentralen Politikfeld attestiert werden? Was hinterlässt Deutschlands erste deutsche Kanzlerin ihrem Nachfolger? Diese Fragen sollen in diesem Artikel anhand wichtiger Marker ihrer Migrationspolitik beantwortet werden.
