Y a-t-il une géopolitique du nationalisme hindou ?

À la veille des élections législatives d’avril-mai 2019, l’heure du bilan a sonné pour le gouvernement de Narendra Modi. En matière de politique étrangère, on cherchera à éclairer ce bilan sous deux angles. Le premier fera l’inventaire des grands axes suivis depuis 2014, dans le voisinage proche marqué principalement par les tensions continues avec le Pakistan, mais aussi sur la scène mondiale où la multipolarité l’emporte sur le multilatéralisme. Dans l’un et l’autre champ, la montée en puissance de la Chine est un facteur structurant, qui explique l’intérêt de l’Inde pour le concept d’Indo-Pacifique, même si la règle reste la même, en faveur de partenariats, mais pas d’alliances. La deuxième approche rappelle ce que sont les fondements idéologiques du nationalisme hindou au pouvoir et s’interroge : cette idéologie a-t-elle marqué de façon décisive la géopolitique indienne sous le gouvernement Modi ? Pour nombre d’observateurs, au-delà des affichages du soft power, la continuité avec le gouvernement précédent reste forte.

Days before the general elections of April-May 2019, it is time to assess the scorecard of Narendra Modi’s government, as far as its foreign policy is concerned, on two accounts. On the one hand, attention will be paid to the main patterns of the policy conducted since 2014, first in the South Asian neighbourhood, where tensions with Pakistan have remained strong and, second, on the global chessboard, where multipolarity has gained over multilateralism. In these two fields the rise of China has challenged India’s diplomacy, and explains New Delhi’s interest for the Indo-Pacific concept, the rule being unchanged : partnerships, but no full-fledged alliances. On the second hand, we address the ideological foundations of Hindu nationalism, and ask if this ideology has left or not a decisive impact on India’s geopolitics under Modi’s government. For many analysts, beyond the rhetoric and soft power initiatives, continuity with the previous government remains strong.
