The difficulty of achieving a quality democracy arises partly from the persistence in civil society of personal relationships of exchange of socio-political goods and services and the existence of political corruption. Based on this general assumption, this article seeks to analyze the shortcomings of democracy focusing on three types of patronage and political corruption found in Andalusia over the past 30 years. The aim is to find the origins, the evolution and the consequences of clientelistic practices and of political corruption cases generated by the implementation of employment programs in rural areas, the development of territory and urban planning and the opening of employment regulatory files. Finally, it tries the impact of these phenomena on political institutions and civil society through the degradation of the well-functioning of the democratic system and civic culture.
