We have studied with some care the Constitution and the duties of the Civil Service Commission in Britain. Both bodies exist for the fulfillment of the same purpose—to make impossible the admission of unfit persons to the Civil Service, as the result of private influence. As will presently be seen, however, the duties of the Civil Service Commissioners in Britain are much less extensive than those embodied in the Civil Service Act of Canada.
