Introduced in 2005, public policy concerning French clusters is an illustration of New Public Management practices. The State positions itself as cluster designer, assessor and regulator and intends to conduct cluster strategy. The article questions this positioning through the lens of an in-depth study of the strategic evolution of a French cluster. Our research findings show that because of cluster structure, cluster strategic trajectories are shaped as a combination of at once emergent and State prescribed strategies. The tools allowed to formalize an informal strategy, but were followed by ambiguities and ritualized behavior from all actors.
