Abstract 0

The work of the Epidemic Commission in Poland is one of the « happier » stories of the League of Nations. This article is composed of two parts. The first pertains to the actors of international health policy ; the second analyses the creation of the Epidemic Commission and the foundation of the International Health Organisation of the League of Nations. The article demonstrates that the establishment of the League of Nations Epidemic Commission was an ad hoc answer to a specific humanitarian emergency. Moreover, the research conducted to find a solution to this problem was used as a precedent and would influence the nature of the response taken by the International Health Organization in future emergencies.
