Du statut d’allogène à celui de citoyen soviétique : la route des Kazakhs vers une autonomie politique (1905 -1920)

Ce chapitre traite de l’élaboration par les Kazakhs de l’idée d’une autonomie politique au sein d’un État russe. Il reconstruit le processus qui a amené à la proclamation d’une république soviétique autonome kazakhe en 1920. Le point de départ choisi est la révolution de 1905 et les autres moments déterminants sont la rébellion de 1916, puis les deux révolutions de Février et d’Octobre 1917 et enfin la guerre civile. L’accent est mis sur les choix politiques adoptés par les différents courants kazakhs et sur leur évolution. Il apparaît que la volonté d’obtenir une réelle autonomie nationale fut largement partagée par l’ensemble des acteurs kazakhs. Ce projet put aboutir sans pour autant garantir une liberté dans la direction politique de la future entité. L’autre élément essentiel de ce chapitre est de montrer la concomitance entre des discours appelant à l’unité nationale et la nécessité pour tous les acteurs politiques de s’appuyer sur des solidarités tribales. Les tribus les plus puissantes s’accaparèrent la direction du mouvement national de 1917. Le refus des intelligenty de ces tribus de collaborer avec le pouvoir soviétique offrit la possibilité à des intelligenty de tribus plus minoritaires de prendre le contrôle des organes soviétiques et communistes kazakhs. Une partie importante du chapitre est aussi consacrée à la construction territoriale de la république autonome au travers de l’activité des organes soviétiques kazakhs, du pouvoir central moscovite et des autorités locales dominées par les Russes.

This chapter explores the Kazakhs’ conception of an idea of political autonomy within the Russian state. It reconstructs the process which has led to the creation of a Kazakh autonomous Soviet republic in 1920. The starting point is the 1905 revolution, but other determining moments are the 1916 rebellion, the two revolutions of February and October 1917, and the civil war. Emphasis is put on political choices adopted by the different Kazakh movements and on their evolution. It appears that the willingness to gain a real national autonomy was widely shared by all Kazakh actors.The project succeeded without however guaranteing a free political direction for the future entity. Another significant element of the chapter is to show the simultaneity between discourses calling for national unity and the need for all political actors to rely on tribal kinship. The most powerful tribes seized the direction of the 1917 national movement. The refusal of tribe leaders to collaborate with the Soviet power gave the opportunity to leaders of smaller tribes to take control of Kazakh Soviet and communist organs. The chapter also deals with the territorial construction of the autonomous republic through the activity of the Kazakh Soviet organs, the central power in Moscow and the local authorities dominated by Russians.

Эта глава раскрывает казахскую концепцию идеи политической автономии в рамках Российского государства. Она воспроизводит процесс, который привел к провозглашению казахской советской автономии в 1920 г. Революция 1905 г. выбрана исходной точкой, тогда как другими определяющими моментами являются восстание 1916 г., две революции в феврале и октябре 1917 г. и гражданская война. Отдельное внимание уделено выбору проводимой политики различных казахских движений и их развитию. Можно считать, что большинство казахов разделяло желание обрести настоящую национальную автономию, но это не могло гарантировать политическую свободу будущему подразделению. Другим ключевым элементом этой главы является сосуществование призывов к национальному единству и необходимостью проявления солидарности к родоплеменным связям всех политических участников. Самые сильные кланы захватили руководство национальным движением 1917 г. Отказ интеллигентов этих племен сотрудничать с советской властью позволил другим племенам, которые были в меньшинстве взять контроль над казахскими советскими и коммунистическими органами. Значительная часть главы также посвящена территориальному формированию Автономной Республики посредством деятельности казахских советских учреждений, а также московской центральной власти и местных властей, доминируемых русскими.
