Le déterminisme culturel et le déterminisme institutionnel ont été les principaux arguments utilisés par le Parti communiste chinois pour légitimer son autoritarisme après 1989. Cependant, sous le règne de Xi Jinping le déterminisme institutionnel a été beaucoup plus souligné et mis en œuvre. La supposée réussite du PCC face à la pandémie de Covid-19 lui a finalement donné la légitimité qu’il cherchait pour mettre en avant son avantage institutionnel selon lequel la victoire du PCC et les échecs de l’Occident prouve que l’autocratie peut être bien plus efficace que la démocratie pour répondre aux crises. Il est prévisible que la menace que fait peser le PCC sur la liberté de l’humanité sera plus grande dans le monde de l’après Covid-19.

Cultural determinism and institutional determinism have been the primary instruments used by the CPC to legitimate its post-1989 authoritarianism, but the latter has been much more explicitly emphasized and firmly enforced under Xi’s reign. The supposed successful response of the CPC to the COVID-19 pandemic finally provided the legitimacy it sought to propagandize its institutional advantage: the PRC’s victory and the failure of the West showed that autocracy can be far more effective than democracy in responding to crises. It is predictable that the threat to mankind’s freedom from the CPC will be greater and more aggressive in the post-COVID-19 world.
