In the 16th century, medical uncertainties concerning processes of epidemic contamination led health authorities to adapt their regulatory practices. The fear that the epidemic was instigated by malevolent individuals led to the identification of those deemed as socially or religiously suspect. From suspicion to guilt, there is only one step that municipal authorities often take in the frequent moments of tension that characterize civil wars. The geographical proximity of Lyon and Savoie allowed a circulation of administrative knowledge, which can be read both in the ad hoc institutions created to respond to the emergency and in the letter exchanges characteristic of a truly epistolary government. Shared governance practices, therefore, constitute the backbone of Catholicism.
