Since King Salman came to power, Saudi diplomacy has been characterized by a proactive and belligerent attitude towards Iran, marked by the triggering of a war in Yemen against the Houthists, supported by Tehran, and the constitution of Sunni military coalitions “against terrorism” led by Arabia without American participation. This “Salman doctrine” arose out of mistrust of the Obama administration. However, many Muslim countries are resisting the pressure applied by Saudi Arabia, and the blockade imposed on Qatar by Riyadh and its allies has failed to weaken Doha.
