Cet article étudie les modalités du constat de la nationalité des habitants par l’administration de la Côte française des Somalis, après la Seconde Guerre mondiale et jusqu’à l’indépendance tardive du territoire en 1977. Il montre que, faute d’utiliser les outils prévus par la loi, l’administration utilise l’état civil pour sélectionner les Français parmi les habitants afin de tenter de maintenir sa souveraineté sur le territoire, en mobilisant des catégories produites au cours de la construction coloniale. Après l’indépendance, des pratiques comparables sont mises en œuvre par le nouvel État pour conforter le pouvoir de ses dirigeants et restreindre l’accès au partage de la rente stratégique du pays, en remodelant les catégories utilisées en fonction des évolutions politiques.

This paper studies the methods used by the administration of French Somaliland to establish the nationality of the inhabitants after the Second World War and up to the late independence of the territory in 1977. It shows that, failing to use the tools provided for by law, the administration used civil status to select the French nationals from amongst the inhabitants in an attempt to maintain its sovereignty over the territory, by mobilising categories produced during the colonial construction. After independence, comparable practices were implemented by the new state to consolidate the power of its leaders and restrict access to the sharing of the country’s strategic rent, reshaping the categories according to political developments.
