La politique universitaire menée par l’Etat dans cette période est un compromis inégal entre les instances gouvernementales et des mouvements ou des oppositions de terrain qui cherchent à être hégémoniques. Elle aboutit à la lente conversion à l’autonomie des universités, à la professionnalisation des enseignements, à des standards européens malgré les dualismes des types d’établissements hérités de l’histoire qui ont freiné la démocratisation des publics, et à des universités de masse.

The university policy led by governments is an uneven compromise between governments and administrations on one side, movements or field oppositions on the other side which would like to become hegemonic.
