Durant ses trois années à Matignon, Michel Rocard va faire face à plusieurs conflits sociaux d’importance, aux formes plus horizontales et fortement médiatisés. Il parvient à apaiser les tensions et à maintenir sa cote de popularité. Il privilégie une stratégie de faible médiatisation des négociations et de technicisation des problèmes. Plutôt qu’une revalorisation salariale massive qui aurait menacé les équilibres budgétaires, il préfère une reconnaissance des catégories professionnelles mobilisées. Ces différents mouvements ne seront pourtant pas sans conséquence sur le bilan social du gouvernement jugé négativement les années suivantes et sur la rupture entre l’électorat populaire et Michel Rocard.

During his three years at Matignon, Michel Rocard will face several major social conflicts, with more horizontal forms and highly publicized. He manages to ease tensions and maintain his popularity rating. It favors a strategy of low media coverage of negotiations and technicalization of problems. Rather than a massive salary increase which would have threatened budgetary balances, he prefers recognition of the professional categories involved. However, these different movements will not be without consequences for the government’s social balance sheet, which was judged negatively in the following years and for the break between the popular electorate and Michel Rocard.
