Cet article compare les crises des années 1930 et 2008 sur deux points : d’une part, les réactions des autorités au moment le plus aigu de ces deux crises bancaires et financières, qui différèrent beaucoup notamment grâce à l’expérience acquise suite à la Grande Dépression, tant aux États-Unis qu’en Europe ; et, d’autre part, les régulations financières mises en place en réaction à la crise de 2008. Il montre que l’ensemble des régulations adoptées lors de la Grande Dépression furent remises en cause progressivement des années 1950 aux années 1990, supprimant nombre d’incohérences ou d’inefficacités, mais recréant également une fragilité importante qui devait se manifester en 2008. Du fait du contexte politique et scientifique, la longue stagnation qui a suivi 2008 n’a pas (encore) donné lieu à un mouvement régulateur aussi important.

The financial crisis and depression: Can lessons be drawn from the Great Depression?The recessions during the periods in the 1930s and starting in 2008 are compared on two points : a) public authorities’ reactions at the peak of these two banking and financial crises (which differed significantly thanks to what both the United States and Europe had learned during the Great Depression) ; and b) the financial regulations adopted in reaction to the 2008 meltdown. In the main, the regulations adopted during the Great Depression were gradually lifted between the 1950s and 1990s, thus doing away with many inconsistences and sources of inefficiency but also recreating considerable fragility – as became apparent in 2008. Owing to the political and scientific context, the long stagnation after 2008 has not (yet) set off a regulatory trend on as large a scale as during the Great Depression.
