Rouage ou centre de l’État ? (I) Genèse et institutionnalisation du Secrétariat général du Gouvernement

Le Secrétariat général du Gouvernement est une institution sous-investiguée alors que sa « nodalité » au cœur de l’exécutif bicéphale français est indéniable. Sur le fondement d’une enquête de terrain originale, et dans une perspective de sociologie des institutions, le présent article analyse la genèse sociohistorique et la trajectoire d’institutionnalisation du SGG, depuis la Première Guerre mondiale jusqu’à nos jours. Ce récit analytique montre comment le SGG, situé tout au centre du Gouvernement et de la gouverne de la France, n’est pas devenu un puissant « centre de Gouvernement » (au sens que l’OCDE donne à cette notion). Pourtant, cet organe délibérément modeste et coutumier, qui incarne le principe de continuité de l’État, est désormais enchâssé dans la constitution administrative non-écrite de la France.

The French Secretariat-General of the Government is an underresearched institution whereas its “nodality” at the core of the French double-headed Executive is undeniable. On the basis of an original field research, and in the perspective of a sociology of institutions, this article analyses the socio-historic genesis and the institutionalization trajectory of the SGG, from World War I to nowadays. This analytical narrative shows how the SGG, located at the very centre of the government and governing of France, has not become a powerful “centre of government” (in the sense of the OECD). Yet, this deliberately modest and customary institution, incarnating the principle of the continuity of the State, is now enshrined into the unwritten administrative constitution of France.
