Les territoires vécus échappent de plus en plus au contrôle de l’État pour appartenir de plus en plus aux citoyens, aux habitants, qui les perçoivent comme un bien collectif, et aux entreprises, qui agissent et y travaillent (métropolisation, technopoles, districts).
