De la « bonne gestion » à la « performance ». Transformation des modes de pilotage étatique et recomposition du pouvoir des dirigeants universitaires de 1998 à 2011

Le texte rend compte des transformations du pouvoir des dirigeants des universités françaises dans une perspective longitudinale. Il s’appuie sur une étude du gouvernement des universités menée à la fin des années 1990, puis reconduite en 2009, soit deux ans après la mise en place de la loi pour les libertés et responsabilités des universités. Il mobilise également les données recueillies lors d’enquêtes sur la gestion des réponses apportées au premier appel à projets LabEx par deux universités. Il montre que l’évolution du pouvoir des dirigeants des universités françaises au cours de ces deux dernières décennies est ambivalente. Leur position de marginal-sécant entre l’État et la profession a été consolidée. Leur pouvoir décisionnel au sein de leurs établissements s’est affirmé. Mais le contenu de leurs décisions est désormais étroitement prescrit par les normes sous-jacentes aux politiques d’excellence et aux instruments de pilotage par la performance mis en place par l’État.

From “good management” to “performance”. The transformation of state’s steering modes of universities and the reconfiguration of the power of academic leaders from 1998 to 2011– The article reports on the transformations of the power of French universities’ leaders in a longitudinal perspective. It is based on a study of university governance conducted in the late 1990s, then renewed in 2009, two years after the adoption of the law related to the Liberty and Responsibilities of Universities. It also mobilizes data collected during surveys on the management of the responses given to the first LabEx calls for projects by two universities. It shows that the evolution of the power of the French universities’ leaders over the last two decades is ambivalent. Their marginal-secant position between the state and the profession has been consolidated. Their decision-making power within their institutions has been strenghtened. But the content of their decisions is now tightly prescribed by the standards on which excellence policies are based and by the performance steering instruments put in place by the state.
