Angela Merkel achève son quatrième mandat à la tête de l’Allemagne. Si elle a fait de nombreuses déclarations prouvant son attachement au projet européen, son bilan en la matière paraît néanmoins contrasté. Au moment de la crise du Covid-19, elle a contribué à maintenir la cohésion de l’Union européenne (UE) et a accepté le principe d’une dette commune. Mais il lui a manqué une grande vision et des leviers d’action qui auraient permis de faire de l’UE un acteur plus fort sur la scène internationale.

Angela Merkel is ending her fourth term as German Chancellor. Although she has made a number of statements demonstrating her commitment to the European project, her record in this area nevertheless appears to be mixed. During the Covid-19 crisis, she helped maintain the European Union’s (EU) cohesion and accepted the principle of a common debt, but it lacked a broad vision and the leverage that would have made the EU a stronger actor on the world stage.
