Dès 1949, la RFA et la RDA rivalisèrent pour protéger les intérêts des germanophones vivant encore en Europe centrale. Puisant aux moyens de protection des minorités élaborés depuis le xixe siècle, elles établirent avec les pays hôtes des relations respectant les frontières de 1945, où ces derniers garantissaient des droits minoritaires et (ou) autorisaient l’émigration dans l’un des États allemands. En particulier, le gouvernement Kohl réaffirma – avec le soutien d’anciens expulsés – le lien entre migrations et minorités allemandes, considérées comme discriminées et liées à un territoire particulier. Les mobilités, qui répondaient à la crise multiforme des pays de l’Est, restaient ainsi prévisibles des deux côtés du Rideau de fer. Ce système particulier a quasiment disparu après 1990.

From their establishment in 1949, the German states competed for the protection of the remaining German minorities in Central and Eastern Europe. They used international juridical tools and practices concerning minority protection which had been put in place since the nineteenth century. With their help, they established relationships with the host countries along the borders drawn in 1945 which guaranteed minority rights protection and/or emigration to Germany. In particular, Helmut Kohl’s government stressed the connection between migrations and German minorities. The latter were defined in regard to their territory of origin and considered to be discriminated against. In this way however, the growing mobilities to Germany across the Iron Curtain, due to the crisis of the socialist system, remained predictable for the Federal Republic as well as for the Eastern countries. These specific relations vanished almost entirely after 1990.
