Les évolutions démographiques de la société française, la technicisation croissante des contentieux soumis aux juges, le recours accru aux nouvelles technologies, ont entraîné un mouvement de recomposition de l’organisation de la justice en France. Si ce mouvement n’épargne aucun corps de l’État, il pose toutefois des enjeux particuliers pour le monde judiciaire. Trouver la juste mesure en assurant une spécialisation des magistrats, pour répondre à la demande pressante exprimée par les citoyens et leurs représentants politiques, tout en maintenant un ancrage fort du juge dans la cité pour traiter les incivilités du quotidien, garantir la variété des parcours professionnels sans menacer l’unité du corps, tels sont quelques-uns des impératifs contradictoires auxquels la justice est confrontée, et qui questionnent plus que jamais ce que doit être l’office du juge au xxie siècle.

The demographic evolution of French society, the growing technical nature of the litigations submitted to the judges, the increasing use of new technologies have led to a reconfiguration of the organization of justice in France. While this reconfiguration affects all the bodies of the state, it raises particular stakes for the judiciary. Finding the right balance while ensuring the specialization of magistrates in order to answer the pressing demands of citizens and their political representatives, maintaining a strong anchoring of the judge in the city to deal with daily incivilities, guaranteeing the variety of career paths without threatening the unity of the judiciary : here are some of the contradictory imperatives faced by the judiciary, which question ever more what the office of the judge should be in the 21st century.
