What will be the place of technology and particularly digital technology in the steering of the ecological reconstruction? Will the 21st century be the setting for an unprecedented controversy between the supporters of an eco-algorithmic governmentality on the one hand and the supporters of a participatory democracy through deliberative assemblies on the other? In other words, could the government instruments become the subject of debate over its High-Tech or Low-Tech forms? Are we going to experience an unprecedented confrontation between the algorithm and the plan, between machine learning and collective design? After presenting the foresight and hypothetical scenario of a global eco-algorithmic governmentality of the rebound effect by the web giants, this article explores the potential of Low-Tech government instruments to respond to the limits, the flaws and the impossibilities of this scenario.
