The central question of this PhD thesis is: How the actors of territorial governance have built the suburban areas of the cities of intermediate subregional size in Chile between 1960 and 2015? This question was addressed through the analysis of urban and rural planning and regulation policies, as well as through their institutional interactions. In order to answer this question, we faced two obstacles at the beginning of the construction of this thesis. The first has corresponded to the absence of the concept of periurban, which is not officially defined in the norms or instruments of the Chilean State. The second obstacle has been the rare production of scientific studies on territorial governance in Chile.The strategy used to address the research question has been to separate it down into several components, supporting us in the construction and development of new analysis tools. We begin this thesis with a theoretical reading on the fundamental concepts of geography (geographic space, region, territory, urban, rural) in order to delve into one of the key concepts of the thesis: the peri-urban (chapter 1). Then we continue this reading with the second key concept that corresponds to territorial governance (chapter 2). Both readings were conducted using a scientific literature’ state of several decades. Next, we continue by analyzing three types of spatial indicators: sociodemographic, socioeconomic, and land use, to demonstrate the phenomenon of periurbanization in intermediate-sized cities in Chile (chapter 3). Then we approach the peri-urban political construction led by different actors of territorial governance using two of temporal research components. The first corresponds to the long-term broad view (1960-2013) that is focused on the territorial impacts of urban regulation instruments (chapter 4) and rural transformation instruments (chapter 5) led by actors at the national level. This approach allows us to analyze the decisions that have built the peri-urban since the 1960s in Chile. The second corresponds to the recent short-term view (2013-2015) that focuses on the analysis of power relations (chapter 6) and collective learning (chapter 7) of the peri-urban actor system. This system includes the actors that intervene from the national and regional scales, as well as the actors of the local scale that inhabit these spaces. The relationships observed in this thesis are those that currently structure and build the peri-urban areas of cities of intermediate subregional size.The conclusion of this PhD thesis (chapter 8) go back to these two temporal components or research’s periods (1960-2013 and 2013-2015). In the first place, we conclude that the actors at the national and regional levels construct peri-urban spaces in a centralized and concentrated manner based on their decisions that they make and impose on the local level during the period 1960-2013. These relationships can be called as centralized, top-down model, or power gravity. For this, the actors at the national and regional levels used instruments of urban regulation and rural transformation (chapters 4 and 5). In the second place, we conclude that the situation changes during the 2013-2015 period, due to the new mandatory citizen participation regulations (Law No. 20,417; Law No. 20,500). In this way, the actors at the local level exert pressure on the actors at the national and regional levels through decentralized relations, bottom-up model or power capillarity using the same instruments of urban regulation (chapters 6 and 7). Crossing these two conclusions of territorial governance, we have verified and reveal a circularity of power. This combines a gravity of power related to a traditional top-down relationship and a capillarity of power linked to a new bottom-up relationship in the peri-urban construction in intermediate-sized cities in Chile.

La question centrale de cette thèse est : comment les acteurs de la gouvernance territoriale au travers des politiques d’aménagement urbaines et rurales et par leurs interactions institutionnelles ont construit le périurbain des villes de taille intermédiaire subrégionale au Chili entre 1960 et 2015 ? Afin de répondre à cette question nous avons été confrontés à deux obstacles au départ. Le premier correspond au manque de conceptualisation du périurbain, lequel n’est pas officiellement défini dans la nomenclature du Chili. Le deuxième obstacle est le manque d’études scientifiques concernant la gouvernance territoriale au Chili.La stratégie utilisée pour aborder la question de recherche a été de la décortiquer à l’aide de grilles d’analyse que nous avons construites. Nous avons commencé par une lecture théorique grâce à un état de l’art de la littérature sur les concepts fondamentaux de la géographie afin d’approfondir le concept du périurbain (chapitre 1) et celui de la gouvernance territoriale (chapitre 2). Nous avons ensuite continué par la recherche d’indicateurs spatiaux afin de mettre en évidence le phénomène de la périurbanisation dans les villes de taille intermédiaire au Chili (chapitre 3). Puis nous avons abordé la construction politique du périurbain conduite par différents acteurs de la gouvernance territoriale en utilisant deux axes temporels de recherche. Un premier regard portant sur le long terme est focalisé sur les impacts des politiques d’aménagement urbaines (chapitre 4) et rurales (chapitre 5) gérées par les acteurs nationaux. Cette approche permet d’analyser les décisions qui ont construit le périurbain depuis les années 1960 au Chili. Un deuxième regard centré sur le court terme est la période la plus récente (2013-2015) où on analyse les relations de pouvoir (chapitre 6) et l’apprentissage collectif (chapitre 7) au sein du système d’acteurs du périurbain. Ce système inclue les acteurs qui interviennent aux échelles nationale et régionale et les acteurs de l’échelle locale qui habitent ces espaces. Les relations observées ici sont celles qui se développent dans les aires périurbaines des villes de taille intermédiaire subrégionale voire qui les structurent.La conclusion de cette thèse revient sur ces deux axes temporels ou périodes (de 1960 à 2013 et de 2013 à 2015) de la recherche. Premièrement, les acteurs aux niveaux national et régional construisent les espaces périurbains en fonction des décisions qu’ils prennent et qu’ils imposent au niveau local durant la période 1960-2013. Ces relations sont de type centralisé, top-down ou de gravité du pouvoir. Pour cela, ils utilisaient des instruments d’aménagement urbains et ruraux (chapitres 4 et 5). Deuxièmement, la situation change lors de la période 2013-2015, grâce aux normes de participation citoyenne obligatoire (Loi No 20.417; Loi No 20.500). Ainsi les acteurs du niveau local exercent une pression sur les acteurs des niveaux national et régional par de relations plus décentralisées, de type bottom-up ou de capillarité du pouvoir et en utilisant les mêmes instruments d’aménagement (chapitres 6 et 7). En croisant ces deux approches de la gouvernance, nous avons constaté une circularité de pouvoir qui combine une gravité du pouvoir due à une relation traditionnelle de type top-down et une capillarité du pouvoir liée à une nouvelle relation de type bottom-up dans la construction du périurbain dans les villes de taille intermédiaire au Chili.
