À la fin des années 1910, Max Weber écrivait : « Avant tout, dans la vie quotidienne, la domination est administration. » S'il revenait un siècle plus tard, il reformulerait : « La domination est gestion. » Comment comprendre, du point de vue d'une histoire des bureaucraties publiques et privées, l'invasion actuelle des services publics par des techniques managériales ? Cette thèse de sociologie historique du management public a pour objet l'émergence dans l'entreprise et la diffusion dans l'État de plusieurs dispositifs de gestion en France de 1945 à nos jours. Plutôt que de se contenter paresseusement de l'attribuer au « néolibéralisme », il s'agit de replacer les transformations à l'œuvre dans l'histoire longue du salariat public et des transformations du capitalisme. Instrument central de la première révolution managériale, la direction par objectifs a donné naissance à un nouveau mode d'organisation de l'entreprise : un gouvernement individualisé des cadres par les chiffres, orienté vers l'augmentation indéfinie de la productivité des ouvriers et employées. Les hauts fonctionnaires de l'État planificateur fordiste ont tenté sans succès de transposer dans les ministères cette forme de bureaucratie managériale : pas au nom du « marché », mais du contrôle du travail des petits fonctionnaires, de la croissance du PIB et de la puissance de l'État français. Dans le contexte tout autre des années 1990-2000 et du capitalisme financiarisé, la LOLF et la RGPP ont finalement institué ce gouvernement des services publics par objectifs, au service d'une fin nouvelle : la réduction des dépenses de l'État. Le système hospitalier, la collecte des impôts, les préfectures ou Pôle emploi ont été réorganisés sur le modèle de la grande entreprise fordiste intégrée des années 1970. Certains hauts fonctionnaires cherchent aujourd'hui à radicaliser ce projet en imposant une nouvelle forme d'organisation, plus opposée encore à un service public démocratique : la bureaucratie néolibérale de l'entreprise issue de la seconde révolution managériale des années 1980-1990, dont l'un des éléments centraux est le gouvernement des producteurs directs par une concurrence salariale formalisée, au moyen d'une gestion des ressources humaines vouée à « banaliser » le statut des fonctionnaires

At the end of 1910', Max Weber wrote : in the sphere of everyday affairs, domination "consists precisely in administration". If he could come back one century later, he would say : "It consists in management." How to understand, from the viewpoint of an history of public and private bureaucracies, the current invasion of the public sphere by management technics ? This PhD in historical sociology studies the rise in business companies, and propagation in state administrations, of several power apparatuses in France from 1945 to nowadays. If we don't want to satisfy ourselves with the lazy explanation which relates it to "neoliberalism", we must replace the whole transformation into the long term history of public wage labor and the reinvention of capitalism. Main instrument of the first managerial revolution, management by objectives gave birth to a new organization of the firm : an individualized government of executives by numbers, directed towards the unlimited growth of the productivity of the work force. High civil servants from the national economic planning tried without success to transpose this kind of managerial bureaucracy into ministries : not in the name of "the market", but of employees' control, GDP growth and the power of French State. In the completely different context of 1990-2000' and financial capitalism, LOLF and RGPP finally instituted this government of public services by objectives, to serve a new end : public spending reduction. Health systems, tax collection, administrative offices or unemployment offices have been reorganized on the basis of the integrated fordist firm model of the 1970'. Some high civil servants are now trying to radicalize this project with the imposition of a new kind of organization, even more dangerous to a democratic public service : the neoliberal bureaucracy of the network-firm arising from the second managerial revolution of 1980-1990', in which an important element is the government of direct producers by an individual competition, formalized by human resources managers.
