The evolution of mobility in the main French agglomerations in France, the evolution of urban mobility has been characterized by a rapid increase in car traffic, a modest growth in public transport and a decline in two wheeled vehicles use. Walking amounts to one third of the urban journeys. The development of private vehicles has been such that, in spite of sizeable investments to improve and increase the capacity of the highway network, road traffic has become more intensive. The consequences of this situation are growing problems of congestion in the peak hours and great difficulties for parking management in the city centres. Some French towns have recently built new mass transport systems : tramways and subways. The results of these policies show a large increase of the journeys and some modal substitutions. The financial problems have been solved by the imposition of a special tax (Versement Transport).

En France, l'évolution de !a mobilité urbaine se caractérise par une croissance rapide du trafic automobile, une progression modeste des transports collectifs et un déclin de l'utilisation des deux roues. La marche à pied représente un tiers des déplacements. Le développement du parc de voitures particulières a été tel que, malgré les importants investissements pour améliorer et accroître la capacité du réseau routier, le trafic automobile n'a cessé de s'intensifier. Ceci a eu pour conséquences une augmentation de la congestion aux heures de pointe et de grandes difficultés dans la gestion du stationnement en centre-ville. Plusieurs viIles françaises ont récemment réalisé de nouveaux transports collectifs : tramways et métros. Ces initiatives se sont traduites par un accroissement de la clientèle et un certain nombre de transferts modaux. Les problèmes financiers ont été résolus par l'institution d'une taxe spécifique, le Versement Transport.
