: this study evaluates the Lausanne Population Exchange Protocol and its long-term effects on the Turkish-Greek civil dialogue. The Lausanne Population Exchange Protocol was one of the most contentious protocols of the Lausanne Treaty. The Protocol regulated the compulsory exchange of the Greek Orthodox inhabitants of Turkey with the Muslim inhabitants of Greece. The compulsory character of this forced migration has been debated a lot since the Lausanne Conference in 1923. It was a challenge to the civilization standards in 1920s. A hundred years after, it is a challenge to the contemporary human rights standards. However, the cross-border civil society organizations established by the descendants of the exchanged communities have a potential to reverse the situation and transform this diplomatic stalemate into a peaceful dialogue ground on the centenary.

 : cette étude évalue la Convention d’échange de populations de Lausanne et ses effets à long terme sur le dialogue civil turco-grec. Cette convention a été l’un des protocoles les plus controversés du Traité de Lausanne. Il réglementait l’échange obligatoire des habitants grecs orthodoxes de Turquie avec les habitants musulmans de Grèce. Le caractère obligatoire de cette migration forcée a beaucoup fait débat depuis la Conférence de Lausanne en 1923. C’était un défi aux normes de civilisation dans les années 1920, cent ans plus tard, c’est un défi aux normes contemporaines des droits de l’homme. Cependant, les organisations transfrontalières de la société civile créées par les descendants des communautés échangées ont le potentiel de renverser la situation et de transformer cette impasse diplomatique en un terrain de dialogue pacifique à l’occasion du centenaire.

Özet: Bu çalışmada Lozan Nüfus Mübadelesi Protokolü ve bunun Türk-Yunan sivil diyaloğu üzerindeki uzun vadeli etkileri değerlendirilmektedir. Lozan Nüfus Mübadelesi Protokolü, Lozan Antlaşması’nın en tartışmalı protokollerinden biridir. Söz konusu Protokol, Türkiye’nin Rum Ortodoks yerleşiklerinin Yunanistan’ın Müslüman yerleşikleriyle zorunlu mübadelesini düzenlemiştir. Bu düzenlemenin zorunlu niteliği, 1923’teki Lozan Konferansı’ndan bu yana çok tartışılmıştır. Bu durum 1920’lerde medeniyet standartlarına bir meydan okumaydı. Yüz yıl sonra ise çağdaş insan hakları standartlarına bir meydan okumadır. Ancak mübadele edilen toplulukların torunları tarafından kurulan sınır ötesi sivil toplum kuruluşları, 100. yılında bu diplomatik açmazı barışçıl bir diyalog zeminine dönüştürme potansiyeline sahiptir.
