Éric Leclerc, « Civic Crowdfunding of the New Greenfield Capital of Andhra Pradesh », Suds
While civic crowdfunding, or collecting financial donations online for public interest project, expand as a worldwide phenomenon, its institutionalization by local or regional governments and its consequences on the urban fabric, has attracted less attention, especially in the South. This paper addresses this gap, the non-financial benefit of public crowdfunding, by drawing on one empirical case study of a mega-urban development project in India. Based on the conceptual framework of the political economy of place, this study analyses the construction of a growth coalition for a greenfield city and assesses the role of crowdfunding as a catalyst to strengthen nascent urban civic identity. Through the geographical analysis of the donor’s location and a comparison of the various benefits of this crowdfunding initiative, this paper argues that the main purpose of this public campaign was less to raise funds than to raise a crowd. The findings of this study imply that public crowdfunding also has a political dimension particularly in the case of greenfield urban projects. This paper fits into the broad academic debate on the transformation of urban political landscape in the South under the effect of the mega-project.
