The Free Trade Agreement signed between the United States and Canada in 1988 marked an important stage of closer ties between the two countries. The question of the ratification of the treaty was at the centre of the electoral debate in 1988, as had previously been the case in 1911 when the majority of Canadians had rejected a similar treaty. This paper proposes an analysis of the rhetoric employed in the two campaigns and raises questions about the insufficiency of the western democratic model.
