Die Internationale Bau Ausstellung IBA Basel 2020 und ihre neuartige Herangehensweise bei der Projektentwicklung in der trinationalen Agglomeration Basel gilt als Vorzeigeprojekt in der grenzüberschreitenden Zusammenarbeit. Man kann in ihr eine neue Form von prozesshafter und partizipativer Planungsstrategie sehen. Dabei spielt das Gleichgewicht zwischen Top-down Entscheidungen und Bottom-up Prozesse eine entscheidende Rolle für den Erfolg dieser IBA, die wie ihre zahlreichen Vorgängerinnen in Deutschland, immer mehr zu einem innovativen und strategischen Planungswerkzeug wird für eine nachhaltige Stadt- und Regionalentwicklung. Dort wo Grenzen unüberwindbar scheinen, sei es in der Politik, der Verwaltung oder unter den Bürgern, kann diese Art des Planungsdialogs zwischen den Akteuren, ganz im Geiste eines „Rheinischen Humanismus“, neue Perspektiven eröffnen und Kräfte bündeln, die zuvor oft unerkannt blieben.

L’exposition internationale de la construction IBA Bâle 2020 et sa nouvelle approche pour le développement des projets dans l’agglomération trinationale de Bâle est considérée comme un projet modèle dans la coopération transfrontalière. On peut y voir une nouvelle forme de stratégie de planification processuelle et participative. L’équilibre entre les décisions top-down et les processus du bottom-up joue un rôle crucial pour le succès de cet IBA, qui devient comme ses nombreux prédécesseurs en Allemagne de plus en plus un outil de planification innovant et stratégique pour un développement urbain et régional durable. Ce type de dialogue entre les acteurs, tout à fait dans l’esprit de « l’humanisme rhénan », ouvre de nouvelles perspectives et permet de combiner des forces vives qui passent habituellement inaperçues.

The International Building Exhibition IBA Basel 2020 and its new approach for the project development in the tri-national agglomeration of Basel is considered as a real showcase project in the cross-border cooperation. It can be considered as a new way of processual and participatory planning strategy. The balance between top-down decisions, and bottom-up processes, guaranties the success of this IBA, who’s becoming, like their numerous predecessors in Germany, an innovative and strategic planning tool for sustainable urban and regional development. This kind dialogue of the different stakeholders, related to a certain spirit of the “Rhine Humanism” can open up new perspectives and combine forces, often go unnoticed before.
