« Do we really need a dam ? » Le conflit lié au barrage Gordon-below-Franklin (Tasmanie, Australie) ou la redéfinition d’un cycle hydrosocial ?

Cet article s’intéresse à la contestation et à l’abandon d’un projet de barrage, le projet Gordon-below-Franklin (Tasmanie, Australie) que tente de poursuivre une institution publique, l’Hydro-Electric Commission of Tasmania, de la fin des années 1970 jusqu’en 1983. Il analyse plus spécifiquement comment l’hydraulic fix que représente cet ouvrage est débattu dans la sphère publique, comment l’utilité et l’efficacité même de l’objet technique barrage sont contestées. Si l’abandon d’un projet d’infrastructure hydraulique et la redéfinition des rôles d’une « hydrocratie » participent au délitement d’un cycle hydrosocial techniciste, ils ne conduisent que très partiellement à la mise en place d’un cycle hydrosocial de l’eau verte.

This article focuses on opposing and abandoning the Gordon-below-Franklin dam project (Tasmania, Australia). The project had been put forward by the Hydro-Electric Commission of Tasmania towards the end of the 1970s. The article analyses more specifically how the hydraulic fix which the project represents is debated in the public sphere and how the utility and the efficiency of the technical infrastructure is contested. Abandoning the hydraulic infrastructure project leads to the redefinition of its hydrocracy and plays a role in the disintegration of a technical hydrosocial cycle. Nevertheless, a green hydrosocial cycle is only partially produced during and after the controversy.
