À propos de la distinction entre institution et organisation chez les institutionnalises : apports et limites

L’apport de l’article est de montrer que l’ancien institutionnalisme (O.I) propose une distinction conceptuelle originale entre institution et organisation, notamment chez Veblen, distinction qui repose entre autres sur une théorie des actifs. L’O.I. se déploie sur arrangements institutionnel et organisationnel, conflits distributifs, en y apportant des éléments fondateurs. Toutefois, Veblen a une certaine difficulté à faire de l’organisation un élément endogène de l’institution, ce qui est moins patent chez Commons. Le Nouvel institutionnalisme ne peut répondre à cette distinction entre institution et organisation optant soit pour l’institution, soit pour l’organisation, ne se déployant que sur une seule combinaison privilégiée et ignorant la question du conflit distributif.

The aim of this article is to show that the old institutionalism (O.I) suggests an original conceptual distinction between institution and organization, especially for Veblen, distinction which rests inter alia on an assets theory. The O.I. articuled around itself on institutional and organisational arrangements, distributive conflicts, while bringing founding elements there. However, Veblen find it difficult to make organization an endogenous element of the institution, which is less obvious with Commons. New institutionalism can not answer this distinction between institution and organization. It chooses either the institution, or the organization, spreading only on one privileged combination and ignoring the question of the distributive conflict.
