Dans la coalition qui unit Vienne et Berlin depuis 1878 contre la Serbie, l’Église romaine, serviteur historique des Habsbourg dans leur expansion territoriale en toutes directions, joua un rôle essentiel. Le Vatican trouva dans le haut clergé austro-hongrois l’indispensable relais d’une politique de division des peuples soumis à l’empire : son action empêcherait tout regroupement des «Slaves du Sud» sous l'égide de la Serbie, ennemi n°1 depuis sa naissance et plus encore par son appartenance, à la veille du conflit général, au camp de l’Entente franco-russe. Après sa défaite militaire attendue, serait réalisée l’union de cet ensemble sous la houlette de l’héritier de François-Joseph, François-Ferdinand, leader ultra du «trialisme » derrière lequel se profilait le Reich allemand.
