The men of power in the cities of the Three Gauls belong to two main groups : the decu- rions and the magistrates, who can act in all the civic territory, not only in the chief town. The decurions appear collectively, through the ordo, which is perennial, and so ranks above the annual magistrates. All of them are visible, in addition to their institutional role, through the euergesiai. The servants, the municipal staff, the populus, the collegia, the organized groups (e. g. the associations of Roman citizens), cooperate with them for the correct running of the affairs of the duitas. The duitas is the axis of the administrative organization, the provincial level is accessory.
