Family Reunification in the American Debate on Immigration The 1990 decision of Congress to maintain family reunification as the basis of its immigration policy has been hailed by the Hispanic and Asian minorities as evidence of their political strength. Despite its divisions, the coalition has lobbied successfully against the restrictionists and the proponents of an economic selection of immigrants. However, the persistence of a system that was so severely attacked in the 1980’s cannot but have deeper causes, such as the ethical and diplomatic constraints faced by the federal government and its fidelity to the American tradition of welcome.

En 1990, la décision du Congrès américain de maintenir sa politique migratoire de réunification familiale a été interprétée par les minorités hispaniques et asiatiques, ses principaux bénéficiaires, comme un succès symbolique de leur force politique. Malgré des divisions, la coalition a fait contrepoids aux “restrictionnistes” et aux partisans d’une sélection professionnelle. Mais le maintien d’un système si critiqué au cours des années 1980 a des causes plus profondes, en particulier les contraintes éthiques et diplomatiques subies par le gouvernement fédéral et sa fidélité à la tradition d’accueil américaine.
