Britain and the Commonwealth : Misperceptions and Challenges

Britain's coalition government has made clear its support for the Commonwealth, putting the association back at the heart of British foreign policy and praising it as ‘the ultimate network’. But their support is not unqualified. Recognising that the Commonwealth's enormous potential is far from being realised, they have thrown themselves with equal vigour behind a bold reform agenda. A global consultation on the future of the Commonwealth completed in 2010 recommended a radical overhaul of the association's institutions and uncovered an urgent need for the Commonwealth to redefine its purpose in the twenty-first century. An Eminent Person's Group, mandated to explore options for Commonwealth reform, presented similar findings to the Commonwealth Heads of Government Meeting in Perth in October 2011. The UK is hoping that the Commonwealth is on the brink of vital renewal. Yet it is increasingly clear that many other member states do not share their appetite for reform. A lack of leadership may yet prove to be the stumbling block on which Commonwealth reform founders.

Le gouvernement de coalition en Grande-Bretagne a manifesté son soutien au Commonwealth, «la meilleure des organisations» selon lui, en le replaçant au cœur de la politique étrangère britannique. Mais ce soutien n’est pas sans limites. Reconnaissant que l’énorme potentiel du Commonwealth demeure largement sous-utilisé, le gouvernement a mis en œuvre un programme de réforme de grande ampleur. Une consultation globale sur l’avenir du Commonwealth, achevée en 2010, recommande une refondation radicale des institutions qui composent l’association. Le Commonwealth, ainsi que la consultation l’a révélé, doit de toute urgence redéfinir sa raison d’être au 21eme siècle. A l’occasion du sommet des chefs d’Etat et de gouvernement de Perth en octobre 2011, le Groupe de Personnes Éminentes chargé d’étudier les possibilités de réforme du Commonwealth a présenté un rapport faisant état des mêmes préoccupations. Si le Royaume-Uni espère que le Commonwealth connaîtra bientôt la renaissance dont dépend son avenir, bien d’autres pays membres ne partagent pas ce goût pour la réforme. Le plus grand risque pour la réforme du Commonwealth serait alors un manque d’impulsion politique au sommet.
