The Capitulations allowed foreigners to escape the Ottoman law, thus leaving to the consular C ourts the right to judge their own nationals. The F rench law of 28 May 1836 assigned to this jurisdiction the task to arbitrate on first hearing any kind of disputes, torts, crimes, and commercial offences occurring among the F rench. The C ourt was also able to judge those protected by F rance as far as they accepted referral to the arbitration of the C onsulate. Thus, Fourcade and Goepp, and later their successors, had to resolve the extremely confused affairs of the “ Sieur” Georges D iab who had the favored status of barataire protected by F rance.
