Pierre Saddy : The refuse cycle. In the 18th-century, in large towns, the removal of ever more voluminous refuse became the object of precise and rational concern. The police, the municipal authorities and the academies, which acted as the state's technical advisory bodies, set up rules and structures along the lines of those controlling arts and crafts. The collection of urban detritus was to be kept in isolation and the treatment carried out using methods similar to those controlling the activities of the first workers' agglomerations.
