In den 90er Jahren lässt sich in Frankreich die Konstruktion, Verbreitung und Durchsetzung eines neuen polizeilichen Diskurses über « urbane Gewalt » feststellen. Besonders aufgrund der Produktion von Statistiken stellt sich die Polizei als « Experte » dar und stößt damit in den Medien auf offene Ohren. Wir entwickeln in diesem Artikel die Hypothese, dass dieser Diskurs mit der Konstituierung einer neuen Lobby innerhalb der polizeilichen Hierarchie korrespondiert, die darauf zielt, eine besondere politische Konjunktur nach einigen städtischen Krawallen 1990-91 zu nutzen, um die Kontrolle in Stadtvierteln mit einer Bevölkerung aus niedrigeren Schichten zu erhôhen. Die Analyse der Grundlagen dieses Diskurses zeigt, dass er in seiner Darstellung der Probleme übertreibend ein Katastrophenszenario entwirft und dabei zu einer Vermischung und Stigmatisierung über die Analyse der Ursachen beiträgt. Es ist also angebracht, seiner Anmaßung mit Objektivität zu begegnen.
