Our study focuses on the European Monetary Union and it contributes to the recent literature on entrepreneurship within central banks [Singleton et al. (2006), Singleton (2010)]. We provide a critical analysis of the current European Central Bank’s behavior by focusing on the impact of the incentive structure that affects the actions of its President. We show the limits of the analytical hypothesis of a President as an innovator entrepreneur and open the way for investigating the hypothesis of a President rent-seeker.

Cette analyse centrée sur le processus de construction de l’Union économique et monétaire contribue à la littérature récente relative à l'entrepreneuriat au sein des banques centrales [Singleton et al. (2006), Singleton (2010)]. Nous proposons dans cet article une analyse critique du comportement actuel du Président de la Banque centrale européenne en nous focalisant sur les changements institutionnels et l’évolution du cadre de la politique monétaire. Nous montrons les limites de l’hypothèse analytique d’un Président entrepreneur public innovateur et ouvrons la voie sur celle d’un chercheur de rente.
