The Italian Impact on Ethnic Relations : a Case Study of a Regional Policy in Northern Shoa (Ethiopia), 1936-1941

Summary : Like all colonial powers, the Italians naturally used the classical policy of "Divide and Rule" to strengthen their position in the country in general. The ethnic, linguistic and religious diversity that characterizes the country lent itself easily to this major objective of the Fascist Italian invader. Within this context the region of Northern Shoa was an ideal platform for the application of such a policy. As is well established, this region was one of the strong hard cores of challenges to Italian power in Ethiopia. The Italian major objective was, therefore, to strike hard and effectively erode possible oppositions and resistance in the region. This paper will examine in as much as possible that historical process by utilizing available primary and secondary historical sources.

: Comme toute puissance coloniale, les Italiens ont mis en œuvre la politique classique du "diviser pour régner" pour renforcer leur position générale dans le pays. La diversité ethnique, linguistique et religieuse qui caractérise le pays se prêtait aisément à cet objectif majeur de l'envahisseur fasciste italien. Dans ce contexte, la région du nord Choa fut une plateforme idéale pour la mise en application d'une telle politique. Comme l'on sait, cette région constitua le cœur de l'un des plus forts défis du pouvoir italien en Ethiopie. L'objectif majeur des Italiens fut par conséquent de frapper fort en minant toute opposition et résistance dans la région. Cet article examine, autant que faire se peut, ce processus en mettant à profit les sources historiques disponibles, soit de première soit de deuxième main.
