Transformation through integration: the unification of the German telephone service

German unification changed the environment and the performance requirements of both German telephone systems. Using the projections of the future network structures as a guideline, this paper analyzes the decision- making process (November 1989 - December 1990) on their technical reconfiguration. First, the system's corporate actors developed a program that followed their interests, but neglected the acute needs. Adaptation to the performance requirements of the environment had to be enforced by the threat of major interventions into the telephone system. The structure of the technical basis of the new German telephone system can be understood as the results of the interaction among a set of corporate actors, since their interests and their acting shaped the technical configuration and the strategy to introduce this configuration.

L'unification allemande a modifié l'environnement et les performances attendues des deux réseaux téléphoniques allemands. En se fondant sur les projets successifs concernant la structure future du réseau, cet article analyse le processus décisionnel en matière de choix techniques (Novembre 1989 - Décembre 1990). Dans un premier temps, les acteurs institutionnels établirent un programme conforme à leurs intérêts mais qui ne répondait pas aux besoins pressants. L'adaptation de ce programme aux nouvelles exigences de performance résultant du nouveau contexte politique n'a été obtenue que par la menace d'une intervention externe massive dans le secteur des télécommunications. Les solutions techniques finalement retenues peuvent être analysées comme le résultat d'une négociation entre acteurs institutionnels dont les intérêts et les décisions ont déterminé la forme technique du système et la stratégie pour mettre en oeuvre cette forme technique.
