Au début du XXe siècle une nouvelle technologie, la radio, semble pouvoir défier la suprématie des câbles sous-marins, et donc celle de l'Angleterre, sur les télécommunications transatlantiques. Une large partie de l'espoir suscité par cette innovation relève cependant d'une habile campagne de promotion menée par Marconi. Les angoisses mêmes des câbliers qui surestiment le potentiel de la radio contribuent à valoriser ces nouveaux équipements, sans que les compagnies anglaises ne songent à accaparer ce nouveau champ technologique. De fait rien ne change vraiment avant le début des années 1920. La radiotélégraphie bouleverse alors le bel ordonnancement britannique. Elle substitue aux anciens cadres géostratégiques des règles nouvelles où l'innovation, plus que la maîtrise de l'espace physique, constitue la clef du leadership international. Ce nouveau paradigme géostratégique, façonné par les Américains, constitue encore à bien des égards le cadre des rivalités internationales contemporaines.
