Die Vereinbarung über die berufliche Ausbildung löst schon seit langem hitzige Debatten aus, bei denen sich schwerlich ausmachen läßt, was dabei auf doktrinäre Positionen zurückzuführen ist, und was eher konjunkturell bedingt ist und von den jeweiligen Interessen der Akteure zu einem gegebenen Zeitpunkt abhängt. Ohne diese Schwierigkeit beheben zu wollen, versucht dieser Beitrag die Haltungen und die momentanen Einstellungen dieser Akteure anhand ihrer Intervention in den beratenden « Berufsausschüssen » zu analysieren, wo die Ausbildungsgänge und - abschlüsse im Fach-/Berufsschulwesen entworfen und aktualisiert werden. Nach einer kurzen Beschreibung dieser beratenden Instanzen bemüht sich der Verfasser den Wandel in bezug auf Umfeld, Arbeitsmittel und - methoden zu zeigen, der das konfliktgeladene Klima der 70er Jahre abmildert. Er stellt die dennoch weiterhin bestehenden Funktionsmängel dar, insbesondere diejenigen, die auf den unterschiedlichen Bedürfnissen der Berufe, der sektoralen Querverbindung einiger Berufe und der Positionierung eines einzelnen Berufs im System der Abschlüsse beruhen.

Negotiation over vocational training has long given rise to sometimes impassioned debate, where it is difficult to distinguish between what concerns doctrinal positions and what depends on circumstances and the respective interests of the participants at a given time. Without claiming to remove the difficulty, this article attempts to analyze the current positions and arrangements of these participants, as seen in their intervention in professional consultative committees, where the contents of technical training courses and the diplomas awarded by them are created and updated. After a brief description of these consultative authorities, the article shows the changes in context, and also in means and methods of work which have attenuated the conflict situation of the 70's. Nevertheless, some malfunctions still exist, and these are exposed, especially those pertaining to differing needs according to profession, to the trans-sectorial nature of certain trades and to the position of a particular trade in the diploma system.

La négociation sur la formation professionnelle suscite depuis longtemps des débats parfois très passionnés dans lesquels il est difficile de faire la part entre ce qui relève de positions doctrinales et ce qui dépend de la conjoncture et des intérêts respectifs des acteurs à un moment donné. Sans prétendre lever la difficulté, cet article tente d'analyser les positions et dispositions actuelles de ces acteurs telles qu'elles ressortent de leur intervention dans les commissions professionnelles consultatives, lieux où se créent et s'actualisent les formations et les diplômes de l'enseignement technique. Après une description rapide de ces instances consultatives, il s'attache à montrer les transformations du contexte ainsi que des moyens et méthodes de travail qui atténuent le climat nettement conflictuel des années 70. Les dysfonctionnements qui persistent néanmoins sont exposés, en particulier ceux qui tiennent aux différences des besoins des professions, à la transversalité sectorielle de certains métiers et au positionnement d'un métier particulier dans le système des diplômes.
